When you got your driver’s license you agreed (consented) that if arrested for suspicion of DUI (Driving Under the Influence) in Phoenix of alcohol or drugs you would take a breath or blood test. A condition for getting your license is that you agreed to these measures. If you refuse to take a breath or blood test your license can be suspended on the first offense for one year and on the second offense for two years.
